Barren River Local Officials Organization (BRLOO)

This program (49 U.S.C. 5310) provides Federal capital assistance for eligible agencies that help increase the mobility of seniors and persons with disabilities in urban or nonurbanized areas where transportation services are unavailable, insufficient or inappropriate. 

Through the Section 5310 program the BRLOO acquires vehicles for agency providers to fulfill service needs of the elderly and disabled. The partnering agencies providing services are listed below:


Lifeskills, Inc.

Lifeskills is a 501(c)(3) which supports people who experience mental illness, developmental disabilities, and substance abuse as they build meaningful and independent lives. Lifeskills operates two vehicles that are used to transport disabled clients.

Barren River Adult Day Care Center

The Barren River Adult Day Care Center is located in Bowling Green and provides medicinal and social adult day care services to the elderly in Warren County. The Barren River Adult Day Care Center operates four vehicles that are used to transport elderly clients. Name

Metcalfe County Adult Day Care Center

The Metcalfe County Adult Day Care Center is located in Edmonton and provides medical and social adult day care services to the elderly in Metcalfe County.

The Metcalfe County Adult Day Care Center operates four vehicles that are used to transport elderly clients.

The Medical Center Scottsville/Cal Turner Extended Care

MCS/CTECP is located in Scottsville, and provides short-term and long-term care services to individuals, in Scottsville/Allen County and the surrounding areas/counties.

MCS/CTECP operates one vehicle that is used to transport residents/patients.

Title VI Complaint Procedures

Any person who believes he or she has been discriminated against on the basis of race, color or national origin by the Barren River Local Officials Organization (BRLOO) may file a Title VI complaint by completing and submitting the agency’s Title VI Complaint Form (linked below). BRLOO investigates complaints received no more than 180 days after the alleged incident. BRLOO will process complaints that are complete.

Once the complaint is received, BRLOO will review it to determine if our office has jurisdiction. The complainant will receive an acknowledgement letter informing him/her whether the complaint will be investigated by our office.
