Natural Resources

The BRADD staff offers assistance to local governments to preserve their communities natural and physical resources. Responsibility includes supporting actions on protection of natural resources for the ten counties in the Barren River Area including water management planning, waste management plans, and air quality programs in addition to supporting wise growth policies. The BRADD and Development Council staff previously collected geographic and attribute data for the Regional Water Supply Plan, Phase I and II, and Geographic Information Systems (GIS) applications for natural resources and environmental protection. In addition, duties included assisting the Natural Resources Planning Council and the Mammoth Cave Biosphere Reserve Advisory Council, an activity sponsored originally by the United Nations.

Natural Resources Planning Council

The Council was established by the BRADD Board of Directors to coordinate local and regional planning activities involving the federal, state, and local governments, and special districts. The Council assists the Board in developing plans affecting the region’s natural resources including recommendation for data collection, research, mapping, goals formulations, and project reviews. The Council assists local governments and their agencies in special programs related to pollution control, waste disposal disaster response, resource conservation, and water supply. The Council serves as a host for the Mammoth Cave Biosphere Reserve Advisory Council Subcommittee. Other BRADD staff carry out related activities in special grant projects for outdoor recreation, rivers clean-up and trails development.

Mammoth Cave Biosphere Reserve Advisory Council

Following designation of the biosphere reserve by the United Nations Education, Scientific, and Cultural Organization (UNESCO), the Mammoth Cave Area Biosphere Reserve Council was established as an adjunct to the Natural Resources Planning Council of BRADD. The Council administers research in and for the Reserve, coordinates the exchange of information on research and development activities related to sustainable development, and reviews and advises the Natural Resources Planning Council on planning issues. Rural development in the area is coordinated through the BRADD in accordance with broad goals for sustaining the regional ecosystem and taking into account the results of the long-term research program.

Regional Water Planning

The original Regional Water Supply Plan is a joint project with the Division of Water in the Kentucky Cabinet for Natural Resources and Environmental Protection and the Governor’s office through the Department For Local Government. The water supply planning program was created to encourage long-range planning throughout Kentucky. State regulation set guidelines for the process and encouraged public officials, water suppliers, and citizens to work together to thoroughly examine their water needs and supplies to ensure that the available water is best used to meet the area’s needs.

The 2000 General Assembly changed the leadership to Kentucky Infrastructure Authority and the emphasis to water management. The Area Development Districts were designated to establish Water Management Councils with specific goals of planning for adequate water for all Kentuckians, and efficiency in the treatment and delivery of water through regional investments. Ultimately, the plan will guide all public dollars for water and wastewater with a goal of quality water at the lowest possible price to consumers.
