Economic Development Overview

The purpose of the Community & Economic Development Department is to act as a “one-shop stop” for local elected leaders, community stakeholders, business owners, entrepreneurs, and economic developers who are looking to enhance the quality of life for citizens, attract new businesses, or retain/expand existing businesses within the 10-county region. This is accomplished through numerous services provided by the department including those outlined in these pages.

Public Administration

Strongly supports the ADD’s commitment to enhancing the management and administrative capabilities of its local units of government in order to strengthen their ability to provide optimal service to all citizens within our area.

Grants Program

As part of our Joint Funding Agreement with the Kentucky Department of Local Government, BRADD offers grant writing and application review, as well as project administration services.

GIS/GPS Demographic Services

Our primary goal is to build and maintain an extensive, reliable and useful geographic database for the BRADD area in digital format.

Strategic Planning

All Kentucky municipalities are required by Kentucky Statute to develop a comprehensive plan every five years. Through contracts, BRADD can assist with as little or as much of the plan as the local government would like. BRADD can also assist communities in developing strategic plans for implementation of local goals and objectives.

Transportation Planning

The BRADD assists the Kentucky Transportation Cabinet in the coordination of planning efforts to assure an efficient transportation system for the economic well being of the region. The activities are guided through the BRADD Regional Transportation Council.

Water/Wastewater Planning

The water supply planning program was created to encourage long-range planning throughout Kentucky. State regulation set guidelines for the process and encouraged public officials, water suppliers, and citizens to work together to thoroughly examine their water needs and supplies to ensure that the available water is best used to meet the area’s needs.

BRLOO Public Transportation

This program (49 U.S.C. 5310) provides Federal capital assistance for eligible agencies that help increase the mobility of seniors and persons with disabilities in urban or nonurbanized areas where transportation services are unavailable, insufficient or inappropriate.

Title VI Complaint Procedures

Title VI of the Civil Rights Act of 1964 is the Federal law that protects individuals from discrimination on the basis of their Race, Color, National Origin, Sex, Age (Over 40), Religion, Sexual Orientation, Gender Identity, Veteran Status, Disability, Limited English Proficiency, or Low Income in programs that receive Federal financial assistance.

Title VI Complaint Procedures

Any person who believes he or she has been discriminated against on the basis of race, color or national origin by the Barren River Local Officials Organization (BRLOO) may file a Title VI complaint by completing and submitting the agency’s Title VI Complaint Form (See Attached). BRLOO investigates complaints received no more than 180 days after the alleged incident. BRLOO will process complaints that are complete.

Once the complaint is received, BRLOO will review it to determine if our office has jurisdiction. The complainant will receive an acknowledgement letter informing him/her whether the complaint will be investigated by our office.
