HAZARD MITIGATION
ALL SPECIAL PURPOSE COMMITTEE MEETING
SEPTEMBER 9, 2005
The Hazard Mitigation Special Purpose Committee Chairs met Friday, September 9, 2005, at 11:30 am at the BRADD Conference Center. (See attendance record)
Jack Eversole welcomed attendees. He spoke of Hurricane Katrina and the importance of having a Hazard Mitigation Plan.
Alfonso Casana explained the reason for today’s meeting -- to let everyone know where the process currently is, future activities, and tasks each chair should accomplish with their respective committees. He advised members that they could schedule meetings with Jennifer Paslay if they wished to have them at the BRADD Conference Center.
Mr. Casana reviewed the draft plan and asked each member to complete the task list by October 15, 2005. He also asked each member to review the Schedule of Activities and asked for suggestions. No one offered suggestions for change.
How a community could be better prepared was discussed. Some ideas were personal disaster kits, good warning systems in the areas, and an understanding of the plan when it is completed. Chain of command during a disaster was discussed. The judge/executive in each county is commander until he declares an emergency. Then the emergency management officer is in charge. Once the emergency is declared a state emergency, then the Governor is in charge. Once the emergency is declared a federal emergency, the President and FEMA take charge.
Mr. Casana said the CD distributed at today’s meeting could be mailed to each committee member, and all members present decided that would be a good idea. Jennifer Paslay will mail the disks out the first part of next week. Each chair should notify their committee of the CD. Also, each chair should schedule meetings with their group to review the plan, looking at the plan in whole, not just their sub-committee.
