The Bowling Green/Warren
County MPO consists of three committees: a Policy Committee (PC), a
Technical Advisory Committee (TAC), and a Citizens Advisory Committee (CAC).
Each committee has specific goals and objectives with all issues and
policies of the MPO being approved by the PC.
Policy Committee (PC)
PC Purpose
The PC’s overall purpose is to promulgate policies that will ensure a cooperative
transportation planning, decision making, and programming process affecting
the metropolitan transportation planning area. More specifically the
PC shall have the following:
- Responsible for setting
policy for the expenditure of federal funds.
- Review of transportation
plans and programs.
- Approves transportation
planning work program for the upcoming year to ensure proper implementation
of adopted transportation plans.
- Establishes policy
for the management of the planning program.
- Determines the direction
in which the transportation study shall take.
- Reviews and endorses
the findings of the transportation planning staff.
- Reviews and acts upon
the decisions of the other MPO committees
- Act as an advocacy
body on transportation related matters as needed.
- Provide a forum for
local public involvement into the metropolitan planning process.
PC Functions
In carrying out the purposes of the PC, it shall have these specific
functions:
- Initiate, guide, and
sanction the necessary activities required for the development of a coordinated,
comprehensive, and continuing urban transportation planning process.
- Examine the adequacy
and appropriateness of the transportation planning process.
- Review and approve
proposed goals, objectives, and policies for the MPO transportation planning
process.
- Review various agreements
entered into for the execution of transportation planning within the Bowling
Green/Warren County MPO.
- Review and approve
all MPO short- and long-range transportation plans, studies, and other work
elements as required by the MPO planning process.
- Appoint all committees
and sub-committees of the MPO.

Technical Advisory Committee
(TAC)
TAC Purpose
The purpose of the Technical Advisory Committee (TAC) is to advise, provide
technical guidance and assistance to the PC in carrying out the goals and
objectives of the MPO. More specifically, the TAC will:
- Provide technical
input to the PC on all transportation-related issues.
- Review and recommend
to the PC all plans and programs for the urban area.
- Advise the transportation
planning staff as to technical decisions, which the staff must make.
- Make recommendations
and give advice on the types of improvements that should be considered by
the Transportation Planning Staff when drafting the plans and programs for
the urban area.
- Additional and specific
responsibilities may be defined from time to time by the PC.
TAC Functions
In carrying out the purposes of the TAC, it shall have these specific functions:
- Develop, review, and
comment on proposed goals, objectives and policies for the Bowling Green/Warren
County MPO transportation planning process.
- Review and provide
input to the development of Bowling Green/Warren County MPO short and long-range
transportation plans, studies, and other work elements as required by the
MPO planning process.
- Facilitate coordination,
communication, and understanding between the public, policy/decision makers,
transportation related agencies, and all other parties involved in or affected
by the MPO planning process.
- Carry out any other
tasks as required by the MPO.

Citizens Advisory Committee (CAC)
CAC Purpose
The purpose of the Citizens Advisory Committee is to give consideration
of the views and desires of Bowling Green and Warren County residents concerning
transportation matters within the Bowling Green Urban Area. More specifically,
the CAC will:
- Recommend projects
that should be considered in all transportation plans.
- Review plans and programs
for the urban area.
- Assure that community
values are voiced during the decision making process for any transportation
study.
- Additional and specific
responsibilities may be defined from time to time by the PC.
CAC Functions
In carrying out the purposes of the CAC, it shall have these specific functions:
- Provide citizen input
to the PC on all transportation related issues.
- Provide citizen comment
and review to the PC on the plans and programs of the transportation system
within the area of jurisdiction.
